Lee Albert, 68, homeless, was charged with endangering the welfare of a child and sexual assault, according to Police Det. Lt. Edgardo Cruz.

On Friday around 5:17 p.m., Officers Nick Valerius and Roary Miller were dispatched to the area of Pier A Park on a report a male exposing himself.

Authorities spoke to the caller who pointed in the direction of the defendant who was now walking away and several other witnesses advised the officers of what they observed.

The defendant was seen with his pants down to his knees masturbating in the area of the fountain in view of the public. This is an area where children are also known to play, police said.

Albert immediately stopped when noticing a caller speaking with police on the phone and began to walk away. The officers placed the defendant under arrest and transported him to headquarters for processing, officials said.
