A housing bill package introduced by state Senator Angela McKnight (D-31) seeks to both protect tenants and enhance safety standards in buildings.

“Ensuring housing stability for every New Jerseyan does not end the moment a tenant receives the keys to a new home. It requires us to continuously uphold the highest standards of health, safety, and financial security, and provide effective recourse when residents are not afforded a suitable living environment,” she said in a statement.
“These bills enhance tenant protections for those facing hazardous living conditions, strengthen oversight of code enforcement, reduce barriers to renting, and provide legal pathways for residents to address negligent landlords. They are meaningful steps we can take now to protect our residents and ensure they not only have a place to live but a safe, stable home that supports their everyday needs and quality of life.”
Bill S-4098 requires advance notice before liens related to water utility service may be placed, helping protect tenants from unexpected financial burdens tied to utility disputes.
Bill S-3995 permits tenants to place rent payments into escrow accounts when serious hazards persist in a dwelling unit and allows tenants to make necessary repairs and deduct costs from future rent when landlords fail to act.
Bill S-3999 prohibits residential rental applications from requiring photo identification, helping reduce unnecessary barriers and promote fair access to housing.
Further, Bill S-4004 establishes an Office of Interagency Cooperation within the Department of Community Affairs to strengthen coordination and improve local code enforcement efforts.
Bill S-4009 establishes the “Tenants Anti-Retaliation & Anti-Harassment Act,” creating a rebuttable presumption against landlords accused of retaliatory or harassing conduct after tenants report illegal or unsafe conditions.
Bill S-2791 establishes the “Safe Sanitary Subsidized Rental Housing Bill of Rights” to ensure residents in subsidized housing are afforded safe and healthy living conditions.
Finally, S-2792 expands landlord registration requirements, strengthens tenant notification and inspection procedures, enhances maintenance standards in multiple dwellings, and supports rehabilitation projects that increase safe, affordable housing options.
McKnight has introduced this legislation, along with two other bill packages that address the housing needs of seniors and individuals living with disabilities.
