Hoboken & NHSA continue work on Madison Street infrastructure improvements

The City of Hoboken and the North Hudson Sewerage Authority is continuing work on Madison Street infrastructure improvements to mitigate flooding.

“We know that the area of Madison Street between Ninth and 11th Streets is almost always affected by rainfall flooding, due to a number of existing infrastructure issues,” Mayor Ravi Bhalla said in a statement.

“That’s why my administration has partnered with the North Hudson Sewerage Authority to tackle this important quality of life issue through multi-million-dollar improvements. I thank the residents of the area for their patience as we continue construction on the second phase of this project.”

The Madison Street Infrastructure Improvements Project is meant to alleviate frequent street flooding in the area of Madison Street between 9th and 11th Streets.

The endeavor, currently in it’s second phase, involves replacing existing inlets, sewers, and water lines as well as elevating roadways, curbs, and sidewalks along Madison Street.

Upgrades will also be made to Ninth and 11th Streets between Madison and Monroe Streets.

The Madison Street Infrastructure Improvements Project is a joint effort between the City and NHSA, and began in 2022.

Phase one, which included underground electrical infrastructure upgrades, was completed in 2023 and funded directly by NHSA, at no cost to taxpayers.

Work on phase two of the project began in fall of 2024 and is anticipated to be complete mid-summer of 2025.

NHSA and the city  will use a combination of low interest and interest-free loans from the New Jersey Infrastructure Bank and bond ordinances to fund phase two, which will not utilize any funding from the 2024 municipal budget.

The project builds upon resiliency upgrades in western Hoboken, including the opening of ResilienCity Park which can detain up to two million gallons of stormwater through above and below ground infrastructure during rain events, as well as the ongoing construction of the Southwest Resiliency Park expansion which will double flooding mitigation in the area.

To facilitate the next portion of construction, Madison Street between 10th and 11th Streets will be closed 24/7 beginning at 8 a.m. on Monday, Dec. 16.

In addition, 10th Street will convert to east-bound only between Madison and Jefferson Streets. These changes will be in place for approximately three months.

During the closure and conversion, detour and variable messaging signs will be in place.

Temporary no-parking signs will be posted in advance of any restrictions. Hoboken police will be on site during the working hours of 8 a.m. to 4 p.m. to assist with detours and pedestrian safety.
