CO at Hudson County jail resigned after arrest, 1 suspended 10 days for gun incident

The Hudson County Correctional Facility had one corrections officers resign after being arrested, while seven others were suspended in 2024 – including a 10-day suspension for a gun incident – according to their major annual discipline report.

Corrections Officer Ramel McIntosh had a sustained charge of conduct unbecoming of a public employee after being arrested for two counts of aggravated assault on a police
officer, criminal mischief and resisting arrest, the incident description says.

No further details of the incident were provided, but the report indicates he resigned as a result.

CO James Pagano was suspended twice: Once for 80 days for smoking a vape pen while on duty and then for 60 days after he called out sick when he did not have enough time, while also not showing up on several occasions between March 2023 and June 2023.

Furthermore, CO Daniel Ortiz was suspended for 45 days after failing to show up to work on 26 consecutive scheduled days, while CO Cesar Beltran was also suspended for 25 days for creating a situation where inmates were able to exit their cells.

“On 4/6/23, officer left the control panel which accesses cell doors unsecured which allowed an inmate to tamper with the panel allowing additional inmates out of their
cells,”Beltran’s incident description says.

Additionally, CO Lael Carter received a 15-day suspension for fraternizing with an inmate while on duty by accepting photographs and placing them in her personal bag while on duty.

Two 10-day suspensions were also issued to CO Jose Santos and CO Juste Pierre: The latter for reporting off from work two hours after the shift started with the proper authorization and the former for drawing a gun while off-duty.

“Officer [Santos] drew and pointed a firearm while he was off-duty and not in uniform. This firearm was his personally owned gun that is not authorized to carry on or off duty by this
Department,” according to the incident description.

The state Attorney General’s Office has mandated that all law enforcement agencies post their annual major discipline reports online by January 31st every year after the records became public for the first time in June 2020.

Many still just submit to the AG’s office through an online portal and the state’s annual database has also not been updated with each department’s most recent major discipline report yet.
