The report says that Yan Moshe, the owner of the Excel Surgery Center in Hackensack, has filed an application with the state Department of Health pledging $3 million in upgrades for the 204-bed, for-profit facility that has been struggling for years.

The hospital was hit with a $28,000 fine last month, raising the total fines in recent years to $211,000, for failing to file audited financial statements on time – if at all, The Record reports.

The newspaper learned of the multi-million dollar offer through and Open Public Records Act (OPRA) request and Moshe said in his state application that he plans on keeping “substantially all the current staff employed.”
