Assembly members Ravi Bhalla and Katie Brennan have announced their legislative staffs in the 32nd Legislative District, with three of the five members serving both new state legislators.

“This is a team that has deep roots in our community and real experience in government,” Brennan said in a statement.
“We really want this office to set the standard when it comes to constituent services and leading on the issues that matter most. The people of Jersey City and Hoboken deserve nothing less, and I know that everyone here is ready to deliver.”
Andrew Fenwick will serve as Brennan’s chief of staff, while Justin Ramos will serve as Bhalla’s chief of staff, with Michelle Guengue tapped as their district director to oversee community outreach and constituent relations.
Additionally, Javier Perez will serve as legislative director for both members, and Ethan Block will serve as a digital communications specialist.
“I’m excited to be working with such an incredibly talented team. Everyone here brings a wealth of experience, passion, and commitment to this office. We want to make Jersey City and Hoboken proud from day one,” Bhalla added.
Fenwick most recently served as Jersey City’s sustainability manager, who also previously worked in the statehouse for Trenton Mayor Reed Gusciora when he was an assemblyman.
Ramos spent the last several years on the Hill as the director of operations and policy aide for U.S. Rep. Lois Frankel (D-FL).
Furthermore, Guengue is a Jersey City native and a longtime organizer with the Democratic Socialists of America who successfully managed the Jersey City council campaigns of Joel Brooks (Ward B) and Jake Ephros (Ward D).
Perez previously worked for the New Jersey Dental Association and the Rutgers Office of Federal Relations who has run various field operations for campaigns in North Carolina and New Jersey.
Finally, Block manages social media and content creation for candidates and elected officials across the state.
Specializing in short-form video, he has worked with state Senator Andrew Zwicker (D-16) and U.S. Senator Andy Kim (D-NJ, as well as the congressional campaigns of Sue Altman and Tom Malinowski.
