North Bergen PD launches Blue Envelope Program to support drivers with Autism

The North Bergen Police Department is launching a Blue Envelope Program to support drivers with Autism Spectrum Disorder as part of Autism Awareness Month.

The program was envisioned by Commissioner of Public Safety Allen Pascual and Chief Robert Farley, while Det. Kevin Rodriguez – a North Bergen police officer and father to a son that is on the spectrum – they found a committed member of the force and community who was able to spearhead this initiative with a lot of passion and heart.

“Being both a police officer and a parent to a child on the spectrum gives me a unique
perspective. I wanted to bring this program to North Bergen so that individuals on the spectrum— and their families —can feel a little more peace of mind when they’re behind the wheel,” Rodriguez said in a statement.

Participants in the program will receive a blue envelope and a “NBPD Blue Envelope Program” decal to place on their vehicle.

The envelope is designed to hold essential documents—such as a driver’s license, registration, and insurance—and includes clear, written instructions for both the driver and law enforcement.

For drivers, the envelope offers guidance on how to navigate a traffic stop, helping to reduce anxiety and improve preparedness.

For officers, the envelope acts as a visual cue to modify their communication approach— like for example showing patience, and allowing extra time for the individual to process instructions.

The goal is to reduce misunderstandings and promote safe, respectful interactions.

“April is a time to recognize that autism touches every part of our community. This program strengthens the connection between our department and residents on the spectrum, creating a safer environment for everyone,” Farley added.

“This is a compassionate and thoughtful step forward. I’m proud of the officers in our department, especially Detective Rodriguez, who recognized a need and worked to make this happen,” noted Pascual.

The Blue Envelope Program is voluntary and confidential, and part of a broader effort by the North Bergen PD to foster inclusive, understanding, and respectful policing practices.
