Solomon picks Jersey City resident Ruby Choi, who served 4 NYC mayors, as BA

Jersey City Mayor James Solomon has picked city resident Ruby B. Choi, who served four mayors of New York City, as the city’s business administrator, effective next Monday.

“Jersey City deserves a city government that is efficient, responsive, and works for working people, and Ruby Choi is exactly the leader to help us build it,” Solomon said in a statement.

“She has spent her career making government work better — whether that means modernizing how residents access services, managing complex reform efforts, or bringing rigorous strategic planning to large organizations. I’m thrilled to welcome her to our team.”

Choi most recently served as deputy commissioner of strategic initiatives at the New York City Office of Technology and Innovation.

There, she led citywide efforts in digital transformation, IT program management, and emerging technology strategy across a city government  of more than 6,000 IT employees and $7 billion in major technology projects.

Under her leadership, the city launched  a centralized platform for residents to find, apply for, and track city services — and developed New York City’s Artificial Intelligence Action Plan.

Previously, Choi served as assistant commissioner at the New York City Police Department, where she designed and established their first-ever Project Management Office and Change Management Office.

She also managed a portfolio of more than 60 major initiatives, and led the development of two NYPD strategic plans and the city’s police reform plan.

Earlier in her career, she held multiple roles at the NYC Mayor’s Office of Operations, where she led projects at the intersection of data analytics, technology, and policy — work for which she was awarded the Hayes Innovation Prize.

“I’ve spent my career in public service because I believe government can and should work well, while improving the quality of life for the people it serves,” Choi added.

“Jersey City is my home, and I’m honored to bring everything I’ve learned to this role. I look forward to working with Mayor Solomon, the City Council, and city employees to deliver the results that residents deserve.”

Further, Solomon, who took office on January 15th, thanked Acting Business Administrator Peter Horton, who was a holdover from Mayor Steven Fulop’s administration, for his efforts.

“Peter stepped up at a critical moment and gave this administration a strong foundation. We’re grateful for his dedication and service.”
