Hudson County Commissioner Bill O’Dea (D-2) is applauding the Jersey City Housing Authority for doing away with eliminating security deposits for new tenants via board vote.

“This is the kind of common-sense change that makes a real difference in people’s lives. I brought this idea to the Housing Authority two years ago because I knew what a burden security deposits were placing on families already living paycheck to paycheck,” O’Dea said in a statement.
“I’m proud to see this become a reality, and I thank Director Stephen Cea and the Board Commissioners for turning this proposal into real policy.”
The new policy, approved by the JCHA Board of Commissioner Wednesday night, removes a significant financial barrier that has historically kept low-income residents from securing safe and stable housing, O’Dea, a Jersey City mayoral candidate, added.
Current tenants will also receive relief: Those who previously paid a security deposit will receive a full refund with interest.
Additionally, for tenants with outstanding rent balances, their deposit will be applied as a credit toward what they owe— helping to ease the burden of rent arrears and giving families a much-needed financial break.
“This change is about removing unnecessary barriers to housing. We’re grateful to Commissioner O’Dea for his leadership and advocacy on this issue. This policy will have a lasting impact for residents across our city,” Cea added.
O’Dea is in a six-person field in the non-partisan November 4th mayoral race to succeed Mayor Steven Fulop, who is running for governor instead of seeking a fourth term.
His opponents include former Gov. Jim McGreevey, Council President Joyce Watterman, Ward E Councilman James Solomon, ex-Board of Education President Mussab Ali, and Police Officer Christina Freeman.
