Hudson County Commissioner Bill O’Dea (D-2), a candidate for Jersey City mayor, and his Ward C council candidate, Tom Zuppa, opened another campaign headquarters at 654 Newark Ave. earlier this month.

“You all know what I stand for—what we stand for. This campaign is about consistent leadership and finding real solutions, not just complaining about problems,” Zuppa said to a room of about 75 supporters.
“This office isn’t mine, and it’s not just Team O’Dea’s—it belongs to all of you who want and deserve change.”
The council candidate also outlined key priorities, including affordable housing, public safety, and street infrastructure investment.
He also emphasized the need for stronger enforcement of city ordinances, accountability from taxpayer-funded officials, and greater financial transparency.
“You may be frustrated with the way things are going in this city, this country, and the world—I’m frustrated too. But we need to channel that energy into making Jersey City a better place for all of us,” Zuppa continued.
“While another winter passed with public housing residents left without heat, Councilman Boggiano continues to take unlimited contributions from developers who refuse to build a single affordable unit. Thousands of new units have gone up in Journal Square, yet not one is affordable, and our residents are struggling more than ever. We can’t allow Ward C to remain stuck in the past.”
Zuppa is currently in a three-way dance between himself and Boggiano, who faced off in 2021 and Zuppa ended up endorsing in the runoff, and Shabad Khan.
The incumbent is running with former Gov. Jim McGreevey, while Khan is running for ex-Board of Education President Mussab Ali.
Zuppa also described the location as a “community office” rather than just a campaign headquarters.
“This is a place where people can bring their concerns and get real help. Bill O’Dea has spent four decades serving this community, and I’m not someone who just woke up one day or got off my couch and decided running for office sounded fun,” he added.
“I’ve been in every part of Ward C—helping residents with job applications, securing housing, fighting slumlords, and connecting people with critical resources. The diversity in this room—residents from every neighborhood, from Marion to Journal Square, from Hilltop to the Heights—reflects the strength of our movement. Together, we will bring real change to Ward C.”
Team O’Dea also has a Ward B office at 546 West Side Ave. along with council candidate Joel Brooks.
