Richard Barilla, an independent, files to challenge Rep. Rob Menendez in 2026

Richard Barilla has filed with the Federal Elections Commission (FEC) to run as an independent against U.S. Rep. Rob Menendez (D-8) in 2026, he confirmed with HCV this afternoon.

“I am an independent candidate running for the U.S. House of Representatives for New Jersey’s 8th Congressional District. As an Engineer and Teacher, I possess a unique combination of skills that enable me to approach problems from multiple angles,” he said in an email.

” … My experiences in education, engineering, technology, healthcare, law, finance, operations, and humanities have equipped me with a broad understanding of the issues that affect New Jersey’s communities. My life has been a journey of growth, and I believe that my entire life has led me to this moment, where I can make a positive impact as a representative of all peoples.”

As far as his policies, he indicated that he believes upholding the First Amendment (free speech) for everyone under all circumstances, universally free healthcare, and being a “ferocious supporter” of digital literacy and support of technology.

He did not make any mention of the incumbent and/or President Donald Trump (R), instead intimating he would rather focus on issues closer to home.

“As a real multi-cultural and bi-racial citizen, I have faced and endured the same daily struggles as the people I wish to represent,” he concluded.

“I am committed to using my diverse personal and professional experiences to inform my decision-making and ensure that every individual has an equal voice.”

Furthermore, he said his office will be at 123 Town Square Place in Jersey City, an address that Menendez has used previously, since he has lived in the area for the past 16 years and wanted a located close to the city’s financial district.

Menendez was elected to his second term in November, defeating Republican congressional nominee Anthony Valdes by about 24 points, after a grueling primary win over Hoboken Mayor Ravi Bhalla by about 15 points.

The navy blue 8th District, which includes most of Hudson County, Elizabeth, and parts of Newark, leans solidly Democratic, but could potentially get a little more competitive in next year’s midterms if Trump decides to play in New Jersey.
