A Bayonne man has been charged with a fatal Jersey City hit-and-run from March that claimed the life of a 55-year-old man, Hudson County Prosecutor Esther Suarez announced.

Arley Ulloa, 25, of Bayonne, is charged with one count of knowingly leaving the scene of a motor vehicle collision resulting in death, Suarez said in a statement.
He was arrested at the Hudson County Prosecutor’s Office in Secaucus and released pending his first court appearance, which is tentatively scheduled for Tuesday, May 30th.
At approximately 12:31 a.m., the Jersey City Police Department was notified of a pedestrian struck in the area of Stegman Avenue and Garfield Avenue.
Responding officers located a male victim – later identified as a Ralph Haynes, 55, of Jersey City – with life-threatening injuries.
The striking vehicle did not remain at the scene. He was transported by Emergency Medical Services to Jersey City Medical Center, where he was pronounced dead at 3:38 p.m.
Suarez credited the Hudson County Regional Collision Investigation Unit and the Jersey City Police Department with the investigation and arrest.
