A man smoked PCP, parked his minivan in the Lincoln Tunnel, stripped naked and began masturbating inside his vehicle, police said.

Ismael Esquilin, 48, of Passaic, was charged with possession of a controlled dangerous substance, driving under the influence of CDS, Lewdness, possession of drug paraphernalia, refusal to provide a breath sample, refusal to provide a urine sample, DWI, CDS in a motor vehicle, reckless driving and impeding traffic, according to Port Authority police spokesman Joe Pentangelo.
At about 7:15 p.m. on yesterday, Port Authority police received a report of a motor vehicle accident on the New York bound-side of the Lincoln Tunnel, authorities said.
Port Authority police responded and found the suspect’s 2005 Dodge minivan running with the keys in the ignition and stopped in a traffic lane, officials said.
Esquilin, the only occupant of the vehicle, was standing in the minivan, removing his clothes and masturbating, police said.
He was instructed by authorities to exit the vehicle and he refused. Police removed him from the minivan and saw a glass pipe with suspected crack cocaine residue on the front passenger seat, along with a small glass bottle containing brown liquid, suspected PCP, on the floor of the front passenger seat.
Esquilin was then covered with a blanket by police and placed under arrest. He refused to provide a breath sample and was taken to the Hoboken University Medical Center for evaluation and admitted to have smoked PCP, officials said.
A glass pipe and a glass bottle containing alleged PCP were recovered and the vehicle was impounded. He is due back in Hudson County Superior Court on May 16, police said.
