Mark Decesare, 33, of Woodland Park, was charged with shoplifting, theft by deception, possession of a controlled dangerous substance (heroin) and two counts of conspiracy, according to Police Capt. Dennis Miller.

On Saturday at 4:55 p.m., Secaucus police responded to the Home Depot, located at 1055 Paterson Plank Road, on a report of shoplifting.

Decesare was found to be in possession of heroin after officers had discovered that he was attempting to steal various undisclosed items from the home improvement store, authorities said.

He was issued a complaint warrant and was subsequently transported to the Hudson County Rehabilitation Facility, officials said.
