Hasan Shivers, 44, of Jersey City, was charged with strong-armed robbery and defiant criminal trespass, according to Port Authority police spokesman Joe Pentangelo.

At about 10 p.m. yesterday, a Target employee called Port Authority police reporting a robbery at their 14th Street location in Jersey City, authorities said.

Shivers reportedly had assaulted a security guard after shoplifting merchandise from the store. Police were supplied with a description of the suspect and canvassed the area until they identified the man carrying a garment bag, officials said.

The officers then approached Shivers, who fled on foot. He ran through a Port Authority maintenance area off limits to the public, jumped over a wall and fell onto the roadway of the Holland Tunnel, police said.

The suspect then ran across two lanes of moving traffic and attempted to scale a fence, but eventually ran toward the toll lanes instead before finally being intercepted by police, authorities said.

The garment bag was recovered, which contained several boxes of Rogaine, with the anti-theft device still intact, as well as two bottles of Nicoderm. Shivers was placed under arrest and transported to Hudson County Jail, officials said.

Shivers was also arrested on August 29th after getting caught shoplifting over-the-counter medications from the Bayonne Rite Aid.
